A.1 This is a Multiple-Award Indefinite-Delivery, Indefinite-Quantity (MA IDIQ) contract for the Joint Enterprise
Contracted Logistics and Services Support II (JE-CLaSS II) program. JE-CLaSS II is in support of the Joint
Program Executive Officer for Chemical, Biological, Radiological, and Nuclear Defense.


A.2 As described in the JE-CLaSS II Request for Proposal (RFP), the IDIQ consists of two (2) Domains, each with
a distinct scope of work. Domain 1 provides the full spectrum of Contractor Logistics Support (CLS), training, and sustainment execution.

Domain 2 provides acquisition logistics services, planning, development, analysis, anddocumentation related to logistics and sustainment needs.

STARS III GWAC

The Best-in-Class 8(a) STARS III GWAC is a contract designed for small businesses to provide IT services and customized IT solutions. It offers access to a diverse pool of 8(a) industry partners and supports both domestic and international requirements. The contract has a limited protestability up to $10 million and provides expert guidance from the GSA team, including free scope review services and market research.

Here are the specific details of the contract:

  • Contract Scope: IT services and IT services-based solutions.

  • Contract Type: Governmentwide Acquisition Contract.

  • Ceiling: The contract has a total value of $50 billion.

  • Ordering Period: The base period is five years, with an additional three-year option. It started on July 2, 2021.

  • Task Order Types: Task orders can be of fixed price, time and materials, labor-hour, or a hybrid blend.

  • Contract Access Fee: The contract access fee is 0.75%, which is the same as GSA Schedules.

 

For the acquisition team, it is encouraged for all members to attend 8(a) STARS III Delegation of Procurement Authority (DPA) training. This training is required for contracting officers before they can place task orders on the contract. Training options include live webinars, a YouTube video series, a GSA Acquisition Gateway video, or reviewing the contract ordering guide. After the training, the contracting officer needs to submit an online DPA request form.
