Responsibilities of this role

  • The contractor shall assist PMs on acquisition strategy development, ensuring consistency with the DoD 5000 and JPEO-CBD acquisition policies.

  • The contractor shall support the PM with medical program acquisition coordination, to include:

  • Developing SOWs and procurement requests packages

  • Preparing and staffing briefings to support market surveys and RFIs

  • Analyzing the acquisition strategy

  • Developing and maintaining resource loaded schedules

  • The contractor shall assist with full life cycle project management of all projects, to include:

  • Developing LCMPs

  • Creating budget exhibits and responses, including submissions for the DoD PPBES

  • Implementing and tracking EVMS appropriate for pharmaceutical development and within constraints of the FDA approval process

  • Planning and executing Integrated Baseline Reviews (IBRs)

  • Analyzing performer deliverables for cost and schedule

  • Negotiating with performers through closeout of projects

  • The contractor shall lead and assist in preparing and staffing recurring reports, APBs, and briefings to support milestone decisions and both internal and external PMRs.

  • The contractor shall participate in project meetings and provide senior leadership with updates on issues, upcoming meetings, briefings, and taskers. In addition, the contractor shall ensure product teams are aware of deadlines, assignments, and objectives.

  • The contractor shall assist in identifying, assessing, developing, and mitigating program risk.

Qualifications and Skills:

  • Education: The contractor shall possess a Bachelor’s degree in Systems Management, Business Management, or a related discipline, as well as eight (8) years of general experience and five (5) years of relevant experience.

  • Tradeoff: The contractor shall possess an Associate’s degree or Professional Certificate in Systems Management, Business Management, or a related discipline, as well as ten (10) years of general experience and seven (7) years of relevant experience.

  • The contractor shall possess expert knowledge in, and be fully conversant with, the DoD 5000 systems acquisition process. In addition, the contractor shall be capable of applying this process to the development of medical products and systems.

  • The contractor shall possess a thorough knowledge of the Microsoft Office suite of software, with specific experience in effective use of Project and Excel to independently develop and manage resource loaded IMSs and financial documents. A Project Scheduling Professional certification, or its equivalent, is desirable.

  • The contractor shall possess a working understanding of DoD contracting processes.

  • The contractor shall possess a working understanding of pharmaceutical development and the FDA regulatory processes. A Regulatory Affairs Certification (RAC) from the Regulatory Affairs Professional Society (RAPS) is desirable.
