Responsibilities of this role

The contractor shall provide evaluation, analysis, and assessment of technical management processes.

The contractor shall plan, organize, and develop program management techniques and internal controls to manage acquisition programs and support functions.

The contractor shall participate in requirements generation.
-
The contractor shall evaluate the plans for future major milestones.
-
The contractor shall recommend strategies, review schedules, identify issues, and recommend actions to meet program milestones.
-
The contractor shall independently evaluate portfolio/program goals and objectives, adjusting or redefining broad objectives periodically and meeting regularly with member of both Government and Industry to discuss problems with programs.

The contractor shall maintain awareness of program status, execution, and milestones, as well as their corresponding strategic impacts, in order to communicate effectively and accurately.

The contractor shall review and assess technical, cost, and schedule data, identifying any shortfalls and developing potential corrective actions.

The contractor shall review and evaluate requirements and preemptively highlight materiel acquisition issues.
-
The contractor shall fully vet issues and rapidly respond with comprehensive, accurate, and complete information to senior leadership to inform timely actions and decisions and limit impacts on cost, schedule, and performance.

The contractor shall communicate programmatic issues, concerns, and information to leadership.
-
The contractor shall report pertinent developments and remain readily accessible and responsive.

The contractor shall identify resources to ensure program success.

The contractor shall establish and maintain close working relationships, open lines of communication, and an understanding of key issues and areas of interest.

The contractor shall gain concurrence, approval, and consensus from stakeholders regarding various project aspects and adjust the project strategy accordingly
-
The contractor shall facilitate efficient communication and program support between the program office and external agencies.

The contractor shall gather and assess relevant program data to prepare and update reports, briefings, and databases required to report program status. In addition, the contractor shall coordinate the review and submission requirements for such reports, briefings, and databases.

The contractor shall develop the initial documentation for program milestones, facilitate review of the draft documentation through the program office, and provide expert analysis of comments in the adjudication process. These activities require the use of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Microsoft Excel, and Word.

The contractor shall develop, review, and provide input to acquisition documentation in support of program milestone decisions and integrated program reviews (IPRs) to ensure completeness and consistency and to recommend changes.

The contractor shall participate in Program Management Reviews (PMRs), milestone decision reviews, integrated product teams (IPTs), and other recurring (i.e., daily, weekly, monthly) meetings, and provide follow-up information to leadership in the form of meeting minutes, executive summaries, position papers, white papers, and/or briefings.

The contractor shall participate in daily, weekly, and monthly meetings where data exchanges are discussed and provide regular follow-up briefings to leadership.

The contractor shall develop and update strategic/top-level briefings for public presentation.

The contractor shall provide evaluation, analysis, and assessment of both internal and external reports, pre-briefs, and briefs, including those of other agencies, and provide expert analyses of the documents, including relevance and impact.

The contractor shall present clear and concise reports and briefings to communicate input, findings, and recommendations.

The contractor shall lead the effort to gather, generate, review, and assess data to update the recurring reports and the portfolio assessments. The contractor shall coordinate to obtain review and submission requirements for the reports, and ensure that all deadlines for report submission are met. The contractor shall also brief the reports when needed.

The contractor shall provide a weekly summary of activities conducted.

The contractor shall obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.

The contractor shall meet assigned deadlines.

The contractor shall provide acquisition and operation management support, as well as technical expertise, providing written analysis and updates on issues with testing, source selection, acquisition documents, and other related areas.
Qualifications and Skills:

Bachelor’s degree in Systems Management, Business Management, or a related discipline, as well as ten (10) years of general experience

Seven (7) years of relevant experience
