Clark Creative Solutions (CCS) supports the National Guard Bureau’s strategic planning and analysis mission by producing decision-focused products—executive summaries, information papers, and leadership-ready talking points—on tight timelines and in support of senior-level engagements.

In this role, you will lead complex reviews of national and joint strategy/planning artifacts and help shape defensible National Guard equities across interagency, intergovernmental, and joint staff environments.

What You’ll Do (Responsibilities of this role)

  • Lead complex reviews of key Joint Strategic Planning System (JSPS) and national strategy artifacts, including NSS/NDS/NMS and UCP/GEF/JSCP, and produce concise, senior-consumable assessments.

  • Prepare senior leader talking points and tailored analytical inputs in support of high-visibility engagements (e.g., CNGB/VCNGB engagements).

  • Draft and/or validate Comment Resolution Matrices (CRMs) used for strategic communications and coordinated positions.

  • Integrate State Integrated Support Plan (ISP) insights into broader campaign and planning analyses to ensure Guard equities are represented and coherent with larger planning constructs.

  • Serve as a senior reviewer/second approver to ensure product quality and doctrinal coherence under short-fuse timelines.

  • Support interagency and NGO liaison efforts by developing/maintaining partnerships with federal/state partners and NGOs to disseminate National Guard messaging and provide situational awareness for domestic operations support.

  • Host and support working group sessions (e.g., with JFHQ-States and other NGB joint staff stakeholders) and help maintain open lines of communication across partners.


What You Bring (Qualifications and Skills)

  • Education: BA/BS in a relevant field (e.g., political science/defense studies)

  • Experience: 8–10 years of relevant experience

  • Demonstrated ability to synthesize complex strategy/planning documents into concise, defensible written products for senior leaders.

  • Strong written and verbal communication skills, including the ability to produce senior-ready talking points and assessments under compressed timelines.

Preferred Skills

  • Master’s degree (MA/MS) in a relevant discipline (preferred)

  • Prior Joint/Service/Combatant Command/NGB experience (preferred)

  • Familiarity with interagency/interorganizational coordination and partnership development in a domestic operations context (preferred).
